{"id":1,"date":"2009-03-01T12:15:33","date_gmt":"2009-03-01T19:15:33","guid":{"rendered":"http:\/\/www.kenvictraining.org\/blog\/?p=1"},"modified":"2018-05-05T12:37:11","modified_gmt":"2018-05-05T16:37:11","slug":"hello-world","status":"publish","type":"post","link":"https:\/\/www.kenvictraining.com\/en\/events\/hello-world\/","title":{"rendered":"Country of Origin Labeling (COOL) Rules Become Final"},"content":{"rendered":"<p>February 27, 2009<br \/>\n<strong>Country of Origin Labeling (COOL) Rules Become Final<\/strong><\/p>\n<p>The U.S. Department of Agriculture (USDA) announced that the final rule for Country of Origin Labeling (COOL) will be effective March 16, 2009 as scheduled.\u00a0 The final rule includes mandatory labeling and recordkeeping requirements for retailers and suppliers of covered commodities.<\/p>\n<p>Covered commodities include:<\/p>\n<ul type=\"disc\">\n<li class=\"EC_MsoNormal\" style=\"color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Muscle cuts of beef (including veal), lamb, chicken, goat and pork <\/span><\/li>\n<li class=\"EC_MsoNormal\" style=\"color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Ground beef (including veal), ground lamb, ground chicken, ground goat and ground pork <\/span><\/li>\n<li class=\"EC_MsoNormal\" style=\"color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Wild and farm-raised fish and shellfish <\/span><\/li>\n<li class=\"EC_MsoNormal\" style=\"color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Perishable agricultural commodities (fresh and frozen fruits and vegetables), including ginseng <\/span><\/li>\n<li class=\"EC_MsoNormal\" style=\"margin-bottom: 12pt; color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Macadamia nuts, pecans and peanuts<\/span><\/li>\n<\/ul>\n<p class=\"EC_MsoNormal\"><span style=\"font-size: 9pt; color: black; font-family: 'Arial','sans-serif';\">The rule prescribes specific criteria a commodity must meet to bear a \u201cUnited States Country of Origin\u201d declaration.\u00a0 The rule also includes provisions for labeling covered commodities of foreign origin. <\/span><\/p>\n<p>In addition, the USDA has issued a letter to the industry requesting voluntary adoption of the following practices so that consumers are adequately informed of the source of food products:<\/p>\n<ul type=\"disc\">\n<li class=\"EC_MsoNormal\" style=\"color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Labels of products from multiple countries should reflect production steps. \u00a0Processors should voluntarily include information about what production step occurred in each country when multiple countries appear on the label. For example, the product might be labeled as \u201cBorn and Raised in Country X and Slaughtered in Country Y\u201d or \u201dBorn in Country X but Raised and Slaughtered in Country Y.\u201d <\/span><\/li>\n<li class=\"EC_MsoNormal\" style=\"color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Cured, smoked, broiled, etc. food should also be labeled. According to USDA, the definition of processed foods contained in the final rule may be too broad. Even if products are subject to curing, smoking, broiling, grilling, or steaming, voluntary labeling would be appropriate. <\/span><\/li>\n<li class=\"EC_MsoNormal\" style=\"color: black;\"><span style=\"font-size: 9pt; font-family: 'Arial','sans-serif';\">Inventory allowance should be reduced to ten days. USDA states that the language in the final rule allows a label for ground meat product to bear the name of a country, even if product from that country was not present in a processor\u2019s inventory, for up to 60 days. This provision allows for labels to be used in a way that does not clearly indicate the product\u2019s country of origin.
